Lateral move checklist
Questions to ask before you lateral
A neutral checklist to take into a conversation with any agency's recruiter. Get the answers in writing where they affect your pay, seniority or retirement.
This is a general checklist, not legal, financial or pension advice. Rules differ by state, pension system and agency, and they change. Confirm details with the agency, and for retirement questions, with the pension system itself.
Pay and step placement
- What is the starting salary, and where exactly would I be placed on the pay scale with my years of service?
- Is lateral step placement guaranteed in writing, or decided case by case?
- What is top-out pay, and how many years does it take to get there from my placement?
- How do overtime, court time, call-out and shift differentials work? Is overtime mandatory?
- Is there a hiring or lateral bonus? What are the conditions and the repayment terms if I leave early?
Lateral entry and certification
- Do you accept laterals from my state? From out of state?
- Will my current certification transfer, or do I need a state equivalency or reciprocity process? Who pays for it?
- Is the academy waived, shortened, or full for laterals? Am I paid during it?
- How long is field training for laterals?
- Does probation reset? How long is it, and what protections do I have during it?
- Do I keep any seniority for shift bids, vacation or promotion eligibility?
Retirement and benefits
- Which pension system and tier would I enter? What's the multiplier and the final-average-salary formula?
- How many years, or what age, until I can retire with a full benefit? Is there a DROP or similar program?
- Do officers pay into Social Security? How might that interact with my other benefits? (Ask the pension system or a qualified advisor.)
- Can I buy back or transfer prior service? What does it cost, and is there a deadline?
- What happens to my current pension if I leave? (Ask your current system before you resign.)
- What do health insurance premiums cost for me and my family? Is retiree health coverage offered?
- Is there a deferred compensation (457) plan, and is there an employer match?
Schedule and working life
- What shift length and rotation will I work as a new lateral? How long before I can bid for shifts?
- Is there a take-home car? What are the distance or county limits, and can it be used off duty?
- Are there residency requirements or response-time rules?
- What off-duty or extra-duty work is available, how is it assigned, and what does it pay?
- How is vacation earned and approved? When can a new lateral actually take time off?
Career and training
- Which specialty units exist, and how long before a lateral can apply?
- What's the promotion timeline (eligibility years per rank, testing cycle)?
- Is there tuition reimbursement or education incentive pay?
- How much outside training is funded each year?
The agency itself
- How many sworn officers do you have, and how many openings? What's your recent turnover?
- What's the call volume and staffing per shift like?
- Is there a union or FOP lodge? When does the current contract expire?
- What equipment is issued (duty weapon, vest, body camera, laptop)? Can I carry my own weapon?
- What are the tattoo, grooming and uniform policies?
- Can I do a ride-along or sit in on a briefing before accepting an offer?
Hiring process
- What are the steps (written test, physical test, oral board, polygraph, psych, medical, background), and which ones do laterals skip?
- How long does the process typically take from application to start date?
- Will my current agency be contacted, and at what stage?
- Can the conditional offer, step placement and start date be put in writing before I give notice?

A “Verified agency” badge means we confirmed the account belongs to the agency (government email domain or document review); SecondWatch Careers doesn't verify the profile details themselves. Pay, benefits, pension rules and hiring requirements change, so confirm everything with the agency (in writing, where it matters) before you make a decision.
